In most instances, I do not charge for an estimate and usually provide a rough idea of cost over the phone. If the watch is shipped in for an estimate, and you decide not to proceed with the service or repair, all that is owed is the cost to ship it back to you.
However, if the watch is particularly rare or complicated or has significant water damage, it may need to be partially disassembled to provide a firm quote. In that case, there will be a nominal reassembly fee if the repair is declined.
